Around this odd encryption is a frame with the following words: A PASSPHRASE IS REQUIRED TO PROCEED. FORM A SENTENCE WITH THE NUMBERS AND LETTERS AND RECITE IT TO PASS.

The tiles can be removed and rearranged.

Hint 1: You know I think those numbers might also represent letters as well.
Hint 2: There is a cipher known as leet speak which uses numbers that look like letters to make it difficult for people who don't know it to read it. I suspect that the sentence is in leet speak.
Hint 3: Ok I have been looking at some common leet number to letter conversions and I think that 7 might be a T.
Hint 4: The number 8 looks like it could be a B.
Hint 5: Does the number 3 look like a backwards E?
Hint 6: The number 1 has to be an I. Because all of the letters are CAPS.
Hint 7: The number 5 looks aufully alot like an S.
Hint 8: Ok it looks like the number 4 is definately the letter A.
Hint 9: The number zero is obviously an O.
Hint 10: Sometimes leet speak uses its own slightly modified words as well.
Hint 11: For example the word 'MORE' can be spelled M O A R.
Hint 12: The word 'THE' can be spelled T E H.
