A Dove Whistle is a plain looking tin whistle, feathers embossed into it's sides. It is commonly worn on a necklace.
History
In Epoa, the most common cause of death is falling. With islands in the sky being the norm rather than the exception along with flying ships and riding fantastic winged mounts loosing one's grip is a sure way to meet the reaper. This is a most pressing concern for the crews of sky ships, as they can be blown out of the rigging, loose their footing, have their ship capsize, wreck against the side of an island or 99 other ways to a long drop and a sudden stop.
The Dove Whistle is a very common magic item, possibly the most common sort in Epoa. Made from a plain whistle, it is enchanted with the Epoan version of the Mount spell. While this spell normally creates a magical horse, horses are almost non-existant in Epoa. The variant spell instead summons a dove large enough to support a single rider.
Magic/Cursed Properties
A Dove Whistle is a one shot low level magic item. The whistle conjures a flying mount, a dove with a 24 foot wingspan. This mount persists for no more than 2 hours before dissipating into a cloud of feathers. Activating the whistle is simple, it needs only to be blown. Once it is activated, the whistle ceases to function as a magic item, and cannot summon a rescue dove again unless it is re-enchanted.
Variations and Deviations
Greater Dove Whistle - Base Cost X 4 - Functions exactly as a normal Dove Whistle but can be used once a day.
Rescue Whistle - Base Cost X 2 - Also a one-shot item like the Dove Whistle, but a Rescue Whistle has a longer duration, 1D6+1 hours before the bird vanishes into a cloud of feathers.
Whistle of the Winds - Charges X Base Cost X 2 - The whistle of the winds summons a flying mount, the type is generally set to the whistle, such as only avians, reptiles, giant insects, but within this area is variable. It has 1D10 charges and once the final charge is used, the whistle crumbles to dust.

A useful item, very useful in this realm.
It must have saved a lot of lives.
It has that little silly touch of D&D items, but is rock-solidly embedded in this world.
You can well imagine every single PC having and carrying this item (and most NPCs at least considering to do the same) - kudos for that!
A solid item for its very specific world. Not such a great item for other places, but still it could be present.
There should be dozens of styles of these things, each one having a different manifestation. Different regions will have different manifestations, so you should be able to tell the origin of any whistle by it's manifestation and its shape and sound.
"Oh I hate those whistles from South Argyle, winged snakes give me the willies".
