There is no backstory!
There's nothing interesting about this character!
It seems like a mish-mash of old cliches.
However, you did use the word 'enigmatic' right.
Amen to that last part. but there isn't a backstory, because that would limit his uses. I mean really, don't you believe in legends among legends.
Even a legend among legends leave tales in their passing. Was he there trying to evacuate the people of Atlantis or Pompei? Did he advise a great king? Does he advise bad guys?
What is his motivation? Why does he do this? And what kind of things does he warn of... does he work to protect the world, protect the time stream, protect the Land of Oz, etc, etc.
What are this guys credentials? Why should anyone listen to him? Justy because you have lived a long time does not mean I should trust you. Any good Illusionist or Dream Mage could perpetrate his appearance and effect, ruining his reputation.
Yes he is a legendary. But even legends have origins (told and retold badly over the ages). Where did Athena come from? Or The Hood (aka Robin Hood)? Or Toth? These are legendaries who still have origins (though the details might be different than the reality).
Just a few comment
To answer what i see fit in order, before i take youre advice. Yes he was there at atlantis, but not to evacuate them, to warn them. no. He didn't advice a great king, because hes not an adviser, hes a prophet. Yes he 'prophosises' to bad guys. He workes to give people a second chance. People have no reason to listen to him, such as would have been the case with atlantis. Yes someone could immitate him, but most people that talk about him are thought to have something wrong with them. And there is no evidence that he is even a real person. He may just be an imagination that, because people know of them, they see him, even though he is not there. In other words, he could not even exist. His origin like a stated has many different stories, as a DM come up with youre own if you want to.
Prophets usualy speak in riddles :)
