The mark of Kronath's ultimate favor, the Cloak of Dusk is held by her Hunter, her chosen avatar to hunt the living dead, and return them to her embrace.
Full Item Description
While the Cloak of Dusk materializes around the wearers shoulders, much as a piece of cloth, it is without substance, a device of pure shadow and silence, woven by the goddess Kronath Herself from the edges of the Veil of Night, and placed around the shoulders of Her champion.
History
When Kronath noticed those who were pinned beyond by the power of the Light, She became at once furious, and filled with pity, but there was naught that She could do to bring them back to Her realm Herself, for Her Veil was pierced, and that which was done, could no be undone. And so, She began the crafting of a tool, fit for mortal hands, from the severed threads of Her Veil. It would suit to bring things from that world into Hers, wrapping them about with her darkness.
Bestowed first upon Kera Duskweaver, the Cloak of Dusk marks the champion of the Darkness, who brings death to the dead and living alike.
Magic/Cursed Properties
A fluid piece of shadow, the Cloak of Dusk brings certain, unending death to any whom it fully envelops, save the one who bears it, for it is drawn into reality through the death that awaits their own soul.
The Cloak can also be used as a weapon, drawn from the user's body, and flicked like a sickle or whip. Used thusly, it batters against the very life force that animates the creature attacked, removing directly the span of the days alloted to it if it was alive, or were it undead, it shatters away the bindings of the magic that hold it here, and alive, freeing it to return to death.

As a weapon, it might be overpowered, or just a generic magical tool with yet another attack type.
As the symbol of a champion of Death, it has much more meaning. (And is way better as a cloak.) Me likes.
A useful if somewhat overpowered weapon.

Excalibur was overpowered. Lightsabers are overpowered. Overpowered compared to what? The average, common weapons wielded by average, common people. A hero needs heroic equipment. The Cloak of Dusk is no different. When you think about it, how hard is it to actually wrap someone up completely in a cloak? Normally you can only do it when they're sleeping or drugged. Newsflash: you can get the same effect with a knife. Overpowered? Not hardly. Besides, this has the lore to back up it's power.

A good item - agree with the comments by CM.
On reading this my first observation was one of a tool that could kill whomever instantly, and yes thoughts of being to powerful came to mind. I try not to use Overpowered that often but I have thought on it. After reading comments from Chaos I am definitely inclined to agree with him. The I went back and reread the sub a second time with that thought in mind. And my opinion of it changed.
Lets look at who it was made for... 'Bestowed first upon Kera Duskweaver, the Cloak of Dusk marks the champion of the Darkness, who brings death to the dead and living alike. Now lets say for a second that it is overpowered. First thing that comes to mind that if someone of Darkness, aka bad guy incarnate, were to create or use these then yup it fits just fine. For who else but a Champion of Darkness would use something as efficient and 'Overpowered' than a bad guy, specifically a Champion of Darkness?
I like it a lot, I like the visceral imagine I get in my head when I try to think what it would look like laying on a chest or wrapped around the shoulders of someone wearing it. And then, what would someone do if they were so called 'Good' and wore it? Would it taint their self sensibilities over time, corrupting them slowly as the threads from the Veil drape over them?
I plan on using this in my current game... thank you for giving me an item of decent enough power that I can alter just a smidgen and corrupt one of my players from the inside. And my vote is a bit higher than I normally throw down for the simple fact it got me thinking about how I could use it into my own game and setting.
As the original author, I have two comments, and will address your points in reverse order, Mourn:
1: This cloak is a god-forged artifact, woven of the very essence of silence, of darkness, of death. Would one who has these not woven into his soul not recoil in terror from this? Would it even bear the touch of one who did not, in some way, revere it? Is looking in to the mirror, and learning what you see there corruption? Or is it growth?
2: I have envisioned neither Kronath, nor none of the Six Who Are as 'evil', per se. They are the bones of the worlds, the inexorable physical laws that drive the universe. Life begins is light, and ends in silence and darkness. This is the order of things - and the rightness or wrongness of it is only in the minds of mortal men.
