   I have found something I want to work into the Cosmic Era setting, but I need some assistance.

   The Ark ships from the disaster porn movie 2012 are pretty cool. Massive, self contained vehicles, superficially looking like spaceships, but actually ocean going, probably nuclear powered, or alternately powered.
   
   When would these have been built?
   
   The technology would be contemporary to the construction of the first generation arcologies, but predating the flying warships and spaceships. These could have been introduced at any point after the Resource Wars and into the Second Renaissance, functioning as oceanic arcologies, predating or being contemporary to raft cities, seacologies, etc.
   
   Who would have built them?
   
   The Chinese, Russians, EuroUnion, America, Japan? The new world powers, Atlantic Federation, ACPS, the Pacific Rim Coalition.
   
   Why?
   
   mobile cities, mobile sea bases larger than carriers to deploy mecha and armed forces, mobile factory ships to build seacologies, mobile research centers that are easier to maintain and crew than space operations.

   What about a place for outlaw or renegade science: ecola cancer cure, drugs or pharmaceuticals OOOO true offshore banking!, secure data storage

   My take:
   
   Chinese.
   
   They look like Ocean Floor Construction Units, used to construct huge underwater settlements.
   
   2012... a porn?
   
   Was there any nudity in it at all?

   I'm thinking he means porn in the "there's a lot of x" sense. Like nature porn is pics of lots of nature and disaster porn... lots of disaster. Also kind of implies that all the disaster was kind of a mental masturbation, rather than being a serious movie, if that makes any sense. There's probably a better way to explain it, but I'm coming up short.

   I guess it also implies that it's habit-forming, watching all that disaster or nature or whatnot, at least according to Urban Dictionary.

   Random thoughts:
   
   Combined with Stealth technologies, and being submersible, you gain the wonderful apocalyptic advantage of an unknown coordinate so you don't get a nuke dropped on you when the SHTF.
   
   Maybe a people driven out of their nation during the various ethic cleansing events - ala Battlestar Galactica, or even due to natural disasters/sea level change.
